On May 22, 2025, the Kremlin hosted a solemn investiture ceremony. Russian President Vladimir Putin presented Foreign Minister Sergey Lavrov with the Order of St. Andre for his outstanding performance in international affairs and his longstanding defense of Russia’s national interests. The Order of St. Andrey, the highest honor of the Russian Federation, not only symbolizes the highest state esteem but also marks another important milestone in Lavrov’s political career.

The Moment of Awarding the Country’s Highest Honor

According to a presidential decree issued by the Kremlin, Lavrov was awarded the medal for his “outstanding achievements in the development and implementation of the country’s foreign policy and his outstanding contribution to the consolidation of Russia’s international position. In his conferral speech, President Putin praised Lavrov’s diplomatic wisdom and steadfastness at key points in history, saying that he “represents the concentration of professionalism and national responsibility in Russian diplomacy”.

The conferral ceremony took place in the Kremlin’s St. George’s Hall and was attended by a number of Russian cabinet members, former diplomats, senior generals, and foreign envoys in Russia. Putin said the medal is not only a recognition of individual merit, but also a symbolic encouragement to diplomats who stand up for the country’s strategic interests in today’s turbulent international situation.

“The History and Weight of the Order of St. Andrey

“The Order of St. Andre, created by Peter the Great in 1698, has a significant place in history as the first state decoration of Tsarist Russia. The use of the Order was interrupted during the Soviet period until 1998, when it was officially restored by a decree of the President of the Russian Federation. According to the decree, the Order is awarded to Russian citizens who have made “outstanding contributions to the maintenance of national security, national unity and international influence”, as well as to foreign dignitaries who have made outstanding contributions to Russia.

Lavrov’s award makes him the latest political heavyweight to receive the Order of St. Andre, following former President Mikhail Gorbachev and the late cosmonaut Leonov. This marks an unprecedented official recognition of his key role in the country’s strategic affairs.

Twenty Years of Diplomatic Service

Sergey Lavrov has been Russia’s Foreign Minister for 21 years, since 2004. He is the longest-serving foreign minister in the history of the Russian Federation and one of the most iconic senior diplomats in global politics in the 21st century. Under his leadership, Russia has dealt with the Iraq War, the Arab Spring, the Ukrainian crisis, Crimea’s accession to Russia, the war in Syria, and, since 2022, the Russo-Ukrainian conflict and the wave of Western sanctions. On behalf of Moscow, Lavrov has always spoken out forcefully on multilateral platforms such as the United Nations, the OSCE, the Shanghai Cooperation Organization (SCO), and the BRICS, advocating the principle of a multipolar order and the inviolability of national sovereignty, thus forming a distinctive “Lavrov style”.

Even against the backdrop of the Western countries’ diplomatic blockade of Russia, Lavrov has continued to make frequent visits to the countries of the global South to stabilize cooperative relations with Africa, the Middle East, Southeast Asia, and Latin America. He has repeatedly emphasized that “the core task of Russian diplomacy is not to conform to the rules set by the West, but to serve the country’s long-term security and strategic independence.”

Stabilizing the Core of the Diplomatic System

During the two decades when Russia’s internal affairs and economy have undergone many rounds of adjustment, Lavrov has become an important stabilizer of the Kremlin’s foreign policy with his rational, calm, tough, and sophisticated image. Although it has been rumored many times that he will “retire” or “transfer to the House of Lords”, Lavrov has always “obeyed the arrangements of the motherland” and stayed at his post. In the context of the protracted conflict between Russia and Ukraine, he remains an important bridge between Russia and many countries around the world. International public opinion is divided on Lavrov, with supporters calling him “firm and logical” and opponents criticizing him for his “cold language and hard-line stance”. But regardless of his position, no one denies his role in building a new diplomatic system for Russia in the post-Soviet era.

Beyond the Medal, Historical Recognition

“The Order of St. Andre is not only a summary of Lavrov’s personal history, but also a recognition of the diplomatic style of an era. Against the backdrop of Western dominance of the global order in the post-Cold War period, Lavrov has always upheld the logic of equality of states based on the UN Charter, and this insistence has become a distinctive mark of Russia’s diplomatic identity. At the end of the conferral ceremony, Lavrov said, “I am grateful to the president for conferring such a high honor on me. But I believe that this honor also belongs to all my colleagues in the Ministry of Foreign Affairs, to those Russian diplomats who quietly hold down their posts around the globe.”

Conclusion

At a time of profound reorganization of the global power structure, the “Russian diplomacy” represented by Sergey Lavrov is particularly important. Putin’s awarding of the Order of St. Andre to Sergei Lavrov is not only a ceremonial state honor, but also a clear signal that Russia will continue to adhere to its diplomatic course of autonomy, independence, and non-compromise. And Lavrov himself will go down in the annals of modern Russian history as the “symbol and executor” of this strategy.
