Huawei Launches Hongmeng “Tiangong Plan”

On September 20, at HUAWEI CONNECT 2025, Huawei made two key announcements that marked a major step forward for its Hongmeng ecosystem: the number of HarmonyOS 5 terminal devices has surpassed 17 million, and the official launch of the “Tiangong Plan”—a strategic initiative set to inject 1 billion yuan in funds and resources to accelerate innovation within the Hongmeng AI ecosystem. This dual update underscores Huawei’s commitment to strengthening its position in the global tech landscape, particularly in the intersecting fields of operating systems and artificial intelligence.

Ecosystem Milestones & Plan Details

Zhu Yonggang, President of Huawei Terminal Cloud Services, provided further context on the ecosystem’s growth, revealing that over 30,000 applications and quick apps have been launched on the Hongmeng platform. He characterized this achievement as a “collective charge in China’s tech sector,” emphasizing that it represents a collaborative effort between Huawei, its partners, and developers to “turn the impossible into possible.” Beyond app growth, Zhu highlighted two core strengths of Hongmeng: its distributed capabilities, which enable seamless full-scenario interconnection across devices, and its native AI support integrated at the system’s bottom layer—both critical foundations for the “Tiangong Plan’s” success.

In a call to action, Zhu urged more partners and developers to join the Hongmeng AI ecosystem, with a specific focus on campus developers and college students. “You are the future of AI,” he stated, signaling Huawei’s intent to nurture long-term talent and innovation within the ecosystem.

Crucially, the “Tiangong Plan” is not designed as a simple subsidy program. Instead, its core goal is to cultivate a robust local ecosystem for AI applications, intent frameworks, and intelligent agents. According to Huawei’s official disclosure, the plan will specifically target the incubation of over 10,000 AI-native quick apps, more than 1,000 intent frameworks, the Multimodal Communication Protocol (MCP), and over 5,000 intelligent agents. These components are intended to form the backbone of Hongmeng’s AI-driven evolution, enabling more intuitive and efficient interactions between users and digital services.

The foundation for this expansion lies in OpenHarmony, Hongmeng’s open-source core. After years of development and community building, OpenHarmony has grown into a robust digital base, boasting 130 million lines of code, over 9,200 community contributors, more than 1,300 hardware and software products, and over 70 industry-specific distributions. Its reach spans key sectors including finance, transportation, education, energy, aerospace, and consumer electronics—solidifying its role as a versatile digital infrastructure for diverse industries.

The Role of AI Agents

Central to the “Tiangong Plan’s” vision is the advancement of AI Agents, which Huawei identifies as the core form of next-generation artificial intelligence. Unlike traditional AI tools that execute simple commands, AI Agents are designed to reshape human-digital interactions through multimodal interaction, independent decision-making, and cross-scenario collaboration.

Huawei provided practical examples of this capability: When a user activates Xiaoyi, Huawei’s voice assistant, with a request like “Help me plan a National Day trip,” the AI Agent can automatically integrate real-time data—including weather forecasts, transportation schedules, and hotel availability—to generate a personalized travel plan and even complete bookings. In enterprise settings, the potential is equally significant: AI Agents can connect production equipment and supply chain systems, enabling end-to-end autonomous decision-making from order placement to product delivery.

This level of functionality, Huawei notes, relies on three critical pillars—all of which Hongmeng has built through years of ecosystem development: a unified device interconnection base, robust AI computing power support, and an open ecosystem environment. The “Tiangong Plan” is intended to amplify these pillars, unlocking the full potential of AI Agents for both consumer and industrial use cases.

Alignment with National Strategies

The development of the Hongmeng AI ecosystem is closely tied to China’s broader national initiatives, specifically the “develop new quality productive forces” and “Digital China” strategies.

In the context of “new quality productive forces”—a policy focused on using technological innovation to drive qualitative leaps in productivity—Hongmeng AI is positioned as a key enabler. In manufacturing, for example, Hongmeng’s smart factory solutions allow enterprises to implement intelligent production management and optimization, boosting operational efficiency, reducing costs, and improving product quality. In agriculture, Hongmeng-based smart applications enable precise monitoring and regulation of crop growth environments, enhancing the intelligence of agricultural production and supporting food security goals.

For the “Digital China” strategy, which aims to enhance national competitiveness and governance through digitalization, Hongmeng plays a critical role in two key areas. In digital government, Hongmeng-based government service platforms facilitate the sharing and collaboration of government data, streamlining administrative processes and improving service quality for citizens. In digital society, Hongmeng’s smart community solutions enable more intelligent and human-centric community management, directly enhancing residents’ quality of life and sense of well-being.
